No recycling in the UK??

It is weird to be told not to throw cans in a rubbish bin for cans, I don't know exactly how the rubbish collection and recycling work in the UK, but apparently buildings pay for having rubbish bins for recycling and if you don't live there then you are not allowed to "use" it.

Michael Moore in his book "Stupid White Men" questions the recycling industry in the US, I mean do you really know which of the stuff you own have been made out of recycled cans?? I don't have the answer, but I like to think that by recycling we are doing something good for the planet. Anyway, I don't have a disposing point any more so I'm done with the recycling philosophy for a while.
